I wonder is it because you are downloading it on your phone directly? Has this been a problem with other apks? Try using another browser on your phone to download it and see if it is the same? Perhaps certain phones download certain or all apk files like this?

You are in more trouble if you are on a rooted device. They seem to look for that more than anything. The "saftey net" you speak of is already active. I think it was version 12 or 13 that did, it was the update that removes the code feature to back up your data.
