You won't see any public mods anymore, the ones that were available led to massive abuse and forced Com2us to improve the security on the game, meaning most modders can no longer bypass it. Currently they also update their security 2-3 times a week

No, Google can always detect when an apk has a valid signature. They do this in order to protect their infrastructure, any apk not using a valid developer signature will be treated as a development/beta app and be blocked from using all of Google services
