Yup, this guy got permanently banned. When you continuously get the 'small setback' error even after using a clean apk, that means they've perma-banned you. I've been using this mod from day one with a few different accounts.

@BTG They messed up in 1.11 update. There was horrible lag while playing the game. The loading times were atrocious. The 1.11.1 update fixes the lag issue. Nothing major. I just now tested by updating.
