in game purchase is server side, it's impossible to mod or make it cheaper

no, and it is not recommended to do.. if you saw someone posting about cheaper IAPs (in-app purchases) it is a scam and would most likely to steal more from you by getting your credentials, personal information, bank account info, etc. and use it for their personal gain..
if you mean for offline games, try using lucky patcher if it will work.. there are games with IAPs that can be bypassed by LP..

It is possible but the amount of work it takes to spoof the location you are wishing to buy from offsets the little cost difference.
Most games base their packs on a USD market and all other countries are converted accordingly. In order to spoof the location you need a Google account based in said country (which is a difficult enough feat to enable the billing on etc)
You then need a vpn and SOCKS proxy, which can be costly as a free one is likely to be flagged as a proxy.
All in all, it used to be quite simple but nowadays not so.
Scammers and credit cards fraudsters will always tell you they buy in a cheaper currency but are almost always lying and using illegal methods
