In the Switches , enable Emulation of Google Billing and Proxy server to emulate purchases ;

Click on Portal Proficiency - Buy Portal Proficiency add -on ;
If you did everything correctly, a window will appear asking you to continue the purchase. Check the Save to restore purchases checkbox and click Yes .
