No, The vip feature its only for some perks to be triggered.

yes i noticed that the vip only works on some minor feature and cant access most of the important features like buy energy chance and other previleges, but yes this mod still useful.

It is not 100% you will get SS, it is still a "Luck" 100% you will get S-Rank Hero.

The description says "An SS is more likely to appear."
