I don't see there is an apply button on the menu. I just followed your instruction as you mentioned. Adjust the damage and defense before entering a quest. Somehow it works but somehow it won't

Here was my gameplay just now. I did dmg and def mod to 100 before entering the quest but the damage doesnt scale correctly.
