How VIP works?

There are options of VIP subscriptions, 1 Device, 2 devices, etc.

Say for the 1 Device option, Is that I the modded APK file can only be downloaded from 1 device but I can install it onto multiple devices?

Yes, with 1 device option you can play in only one device per time, if you want to change the device, you gonna need to reset the key, if I remember it's 10 times reset you can use. But with 2 devices you can play with these 2 devices at same time.
