Maybe this site has blocked ip from your country, try using VPN, it may work. I still can download it.
@insertend You should use at least two site for main and mirror links, so that if one site had problem, we can use the another.
 
please reupload to other hosting site.. i already tried two vpn switching to japan and germany but both links won't open for me.. thank you

Sound strange, I changed to Germany VPN and i still could download it. After verifed step of Google, click "next page" then wait for 15 to 20 seconds. After that, push "Create download link" and a green button "Download" will appear
If you still can not download, just wait for update link on another site
 
Yeah the dl links works just fine for me, even though both of them are from the same site.
