Is there a way to re-purchase the single count 'promo' packages?

For example:
- First Purchase that you will get 2x more but this promo is limited on single purchase. After that, the promo is gone and you will get normal packages. If you plan to re-purchase.

Don't think there's a way. However I have herd before if you buy the other xheapw from promo, you keep getting the cheaper promos until you buy one of the more expensive ones

That kind of sux.

It seems the same way what Rise of Civilization do, buy the promo then next, they will provide another cheap promo with probably more good rewards but in a higher price.

It could be done in theory, on some games but you wouldn't be able to test it.
The APK would need to be modified in order to accomplish the change and as soon as you do this you would lose access to the IAP store Google purchases can only be used on an app with a legitimate Google signature.
It could be used on apps with 3rd party payment options but these are rare
