Yes, now you can build chopper officially.
You can get Chopper Tank from the Combat Reward Box with 30 Red Combat Coupons in Bunker A. I tested by myself and got a chopper tank in my second attempt.
If you don't have enough Red Coupon, you can inbox me your save file and I will edit it for you.
