No, I can confirm someone has managed something lol unsure on source but there's a few accounts going around abusing it in duel and Omega wars. I have a 1M+ powered Dr Strange and they one shot me this morning lol

Maybe not in all game modes but it's possible to mod suitable game mods. Like chapters, missions etc.
People have been modding from the pre launch. One shoting high level targets that ussauly takes a team a couple of minutes.

100% sure someone got lock hp in pvp..
I have got several fight i cak kill him in few communs but somehow he can survive in 1hp for a minute and them finally i was killed
