Now it work. You can use "free IAP" to buy hero and skin.

I pretty sure they move the skin and hero to server side purchase just like other item like skin and hero fragment, that why you can't buy it now compare the gem

Beside with how much chilly room have been pushing for online only. I bet this was the case, but maybe I'm wrong, hope so.
