Breaking news, SEGA has officially lifted IP bans on SEA region of both PSO2 and es, for certain country that cannot play without VPN, you may now playing them freely with no need for tunneling or proxy any longer.

You can search on ark-layer for English patch workaround, I'm not sure if modded apk will have their app recognized but that's the only option I know so far for change those moonrunes into language you can understand.
