Private servers

I have no experience with this stuff but wondering if it's possible to make private servers out of games such as
Dragons of Atlantis
Game of War
EzPzRpg
And the likes.
Like how idle heroes ad clash of clans was done as an example.
Of course the company's wouldn't give you the files to make the server but would decrypting them even be possible.
And I understand having to pay for the servers yourself if possible.

Any game is possible in theory to create a private server for it just takes a lot of work to get hold of the required files and if needed decrypt them etc. This is why only certain popular titles are worth the time to create.

If I may and if anyone knows why there is barely any english private servers?
Is it more difficult or it just depends on the person doing the server knowing the language?
Edit: I know of 1 idle heroes, 1 of Mu Origins and a couple CoC, Boom Beach and Clash Royal in english. But there is a handful more of Chinese and Malaysian servers of games.
