Update: httptoolkit didn't have system trust because i connected to bluestacks with the QR code instead of ADB.
Steps:
Download windows android platform sdk to get the adb executable
run adb in a powershell window
run adb connect <ip from bluestacks adb settings>
connect via adb in http toolkit
now shelter 69 should start and log in successfully when toolkit is connected, and you can see all of the requests vs just the drawGacha ones without system trust
