I'm just wondering if the unlimited thing is supposed to show up as a large number of resources or if I am just able to buy things even when I run out. I have just finished the tutorial

I have no idea if it's a permanent thing or not.
Just assume always it isn't, so if you are right you are not mad, and if instead it was truly unlimited, then you are happy.
