can't say with a definite yes. try to login ur account from another device/emus. i've seen tons of people with blocked window but no actual bans. or wait for 12hours to a day and re-log. some people could log after few hours passed by. if ur name aren't mentioned in the ban list, then wait like i said. but after a few days and you can't logged... well then you are definitely banned.
I had the same problem when my fb was blocked, for now I can login only via Google. First of all check if your FB is blocked, it could be the source of your problem.
