There's some confusion and we need to make things clear.

On April 21st, I myself posted this message saying that the aforementioned notice will be effective from May 1st. I specified the date because I think very few people here even bother to check in-game notices (or nobody) and it was written in the notice (but it got removed by Madmam21 otherwise the important part of the notice would be cut). You can search the in-game notice right now but won't find it because it probably got removed, or at least I can't see it anymore (I have checked everywhere). Pretty easy to understand.
Now, why it's so difficult to understand what the notice says?
In short:
This list indicates some of the actions that are considered against the ToS, among them we can see "use of cheat tools or exploits". Guess what's using a modded apk?
It's been a few years since this text was in the game and, I think, is common sense to know that using a modded version of a game is a violation of the ToS.
There are always chances to get banned, some games ban you straight away if they detect that your game has mods or a mod menu even if all the options are disabled, some others (like OPTC) don't ban you straight away but they will intervene if you blatantly stand out (example: if you use 1 wave in TM). On our own end we can try to be as discreet as possible and don't use 1 wave, don't use absurdly high multipliers, don't have 4531486135 items when the actual real limit is 3300 box space, etc.
Just a couple of message before, @Lenwe said that they got banned and didn't use 1 wave for 1 year but today, May 1st, they got suspended. What's the reason? It might be unlimited box space, it can be a coincidence, it can be that God hates them, it can be that the AI is sentient and decided "I want to ban this dude/gal without any reason!", it can be whatever you want to believe. But if you check the screenshot they posted you can read this:
User Agreement is another way the ToS are called, then it's logic to think that they got banned because they're making "use of cheat tools or exploits". We don't know for sure but this is plausible.
